Yes, the module measures and switches independently, regardless of internet, because the measurement happens in the device itself and not on a server. During a brief outage, the module keeps track of consumption in its own memory and sends it through anyway once the connection is back, without any gap in the overview. Only a power failure in the meter cabinet or a property without any form of internet presents a real limitation; the latter is also something to discuss beforehand.
