Intermediate metering devices fall under the Measuring Instruments Directive

In most cases, a meter that determines what someone must pay must meet European requirements for measuring instruments. These requirements are set out in the Measuring Instruments Directive (2014/32/EU) and apply specifically to electricity meters that convert consumption into an amount. A meter that only indicates consumption indicatively, without being directly linked to an invoice, usually does not fall under these requirements. However, from the moment a meter forms the basis for what a visitor must pay — as in the case of charging for electricity consumption in a holiday home — there is a strong likelihood that this meter must meet the legal requirements for measuring instruments.

For those charging guests for electricity, this means in practice that the selected intermediate metering device must have the appropriate certification and marking, as described in the electricity meters directive. This is not a matter of 'can be done or not', but a given that is taken into account when selecting equipment: a meter without this certification is not automatically suitable for converting consumption into a monetary amount, not even when payment is made via an app or separate system instead of through a regular energy supplier.
